Many U.S. special interests are misrepresenting wind power costs, including the wind industry, environmental groups, utility monopolies, independent system operators, educational and research institutions, and even federal and state governments. On September 24, Bill Ritter, the current director of the Center for the New Energy Economy at Colorado State University and former Governor of Colorado, wrote in the Wall Street Journal that “Long-term contracts for wind energy are being signed by utilities in several states in the range of 3 cents per kWh over 20 years” (1). Xcel Energy, the nation’s leading wind-generating electric utility, declares “wind power is simply the cheapest resource” (2).
The purpose of Energy Innovation 2013 – a half-day conference co-hosted by my organization, the Information Technology and Innovation Foundation, and the Breakthrough Institute – was to discuss the possibility of developing and deploying all of the cheap, high-performing zero-carbon technologies necessary to meet 40 terawatts of projected global demand by mid-century. Most importantly, the conference spurred debate on how the need for clean energy innovation should influence the climate and energy policy debate.
Over the course of three stellar panel discussions as well as follow-on debate via twitter (check out #EI13), a number of themes emerged that merit further debate amongst advocates, thinkers, and policymakers:
It’s Global Warming, Not American Warming
ITIF President Rob Atkinson set the stage for why energy innovation needs to be a policy priority by presenting a straight-forward logic chain: climate change is real and man-made, it’s about developing clean energy technologies that are cheaper than fossil fuel alternatives to drive down carbon emissions, and it’s globally pervasive. Clean energy technologies need to be affordable to all nations, and particularly emerging economies with growing populations that will consume more energy in the coming decades than the United States.
The continued existence and expansion of human civilization is wholly dependent on affordable sources of energy. The latest study just released by the National Renewable Energy Laboratory (an organization that exists to study and promote the viability of renewable energy) suggests that it may be possible to get 80% or so of our electric power from renewable sources by 2050. The study also (inadvertently) provides evidence that renewable energy will be a minority player in humanity’s energy portfolio.
The results may disappoint my fellow solar enthusiasts because it suggests that only 13% of our electric energy will come from solar. Distributed solar enthusiasts (who favor photovoltaic solar panels on rooftops) will be further disappointed because half of that 13% will come from water-sucking centralized concentrated solar thermal power plants, many located in desert ecosystems, leaving only about 6% for solar panels on rooftops, of which many will probably not be on rooftops but in centralized power plants, probably displacing ecosystems or crops.

There are 1,865 biofuels companies out there, and sometimes it seems that there are at least 1,865 different ways of turning every manner of biological material into fuel for a car, truck, train or plane.
